(115/194) When is the driver of a motor vehicle (not a novice learner or P1 licence holder) allowed to use a mobile phone?
When they are certain they will not lose concentration for more than 5 seconds.
When the traffic is stationary or moving at less than 20kms per hour.
When the vehicle is parked with the engine off, or when the mobile phone is in a commercially designed holder and is fixed to the vehicle, or when it can be operated without being touched.
Any time as long as one hand remains on the steering wheel at all times.
