PR Pathway from Temporary Visa in Australia: Which Route Is Right for You?

There is no single path from a temporary visa to permanent residence in Australia — your best option depends on your occupation, English level, relationship status, work experience, and where you are willing to live. This guide explains the most common pathways and how to assess which one suits you.

Why Pathway Choice Matters

Different pathways have different processing times, eligibility requirements, and certainty of outcome. Some are competitive and uncertain (skills visas with invitation rounds); others are predictable but require specific conditions (employer-sponsored). Choosing the wrong pathway can mean waiting years without a realistic chance of success — while the right one may be faster than you expect.

Pathway 1: Skilled Independent (Subclass 189)

The 189 grants permanent residence with no employer or state sponsor needed. You are assessed on your points score alone.

  • Requires a skills assessment and an occupation on the MLTSSL
  • Competitive — invitation scores in many occupations are 85–95+ points
  • No location obligation after the visa is granted
  • Best for: applicants with high points scores (strong English, young, multiple degrees, significant work experience)

See the 189 Visa guide for full details.

Pathway 2: State or Territory Nominated — Skilled (Subclass 190)

State nomination adds 5 points to your score and grants permanent residence directly.

  • Must be nominated by a state or territory government
  • Each state has its own occupation list and requirements
  • 2-year obligation to live and work in the nominating state
  • Best for: applicants with moderate-to-strong points who have a connection to, or willingness to settle in, a particular state

See the 190 Visa guide for full details.

Pathway 3: Regional Visa (Subclass 491 → 191)

The 491 is a 5-year provisional visa that leads to permanent residence (191) after 3 years of living and working in a designated regional area.

  • Adds 15 points to your score — accessible to applicants who cannot reach 189/190 invitation scores
  • Must live and work in a regional area for 3 years
  • Includes most of Australia except Sydney, Melbourne, and Brisbane
  • Best for: applicants with lower points (65–80 range) who are open to regional living

See the 491 Visa guide for full details.

Pathway 4: Employer-Sponsored — ENS (Subclass 186)

The Employer Nomination Scheme grants permanent residence if your employer nominates you.

  • Available directly (Direct Entry stream) for skilled workers with a job offer meeting requirements
  • Available via the Transition stream for 482 visa holders who have worked for their sponsor for 2+ years
  • No points test — but requires an employer willing to nominate you for a permanent position
  • Best for: workers already on a 482 visa with a long-term employer, or highly skilled workers with a job offer

Pathway 5: Regional Employer-Sponsored (Subclass 494 → 191)

The 494 is a regional employer-sponsored visa (5 years) leading to permanent residence via the 191.

  • Broader occupation list than the 482
  • Must live and work in a designated regional area
  • After 3 years, eligible for the 191 permanent visa
  • Best for: workers with a job offer in a regional area, especially in occupations not on the MLTSSL

Pathway 6: Partner Visa (Subclass 820/801)

If you are in a genuine relationship with an Australian citizen, permanent resident, or eligible New Zealand citizen, you can apply for permanent residence through the partner visa.

  • Requires demonstrating a genuine and continuing relationship
  • Temporary (820) granted first; permanent (801) granted after 2+ years
  • No occupation or points requirement
  • Best for: people in genuine long-term relationships with eligible partners

See the Partner Visa guide for full details.

Getting Started

Identify your occupation on the relevant skills list. Get a skills assessment early — it is required for most pathways and takes months. Calculate your points score. Assess whether you are competitive for the 189 or whether state nomination or employer sponsorship is a more realistic path. If you are on a 485 or 482 visa already, check your eligibility for transition streams.

Consider consulting a registered migration agent (MARA-registered) for complex cases or if you are close to age limits or points thresholds.
